First Green Lady you meet at Khenarthis Roost, second located in Malabal Tor. Is this a lore bug, or i don't get something?

Lore bug is a good phrase.

When Eso first released you had to do khenarthi roost before malabal Tor. Doing the zones in that order it makes sense..
#1 tip (Re)check your graphics settings periodically - especially resolution.

Yeah, the quests expected you to do them in order, so without doing Khenarthi's from the beginning it appears disconnected.

To expand on the above correct answers:

Prior to One Tamriel, all the zones and quests were level locked and you could not progress out of order. The Aldmeri Dominion zones were Khenarthi's Roost -> Auridon -> Grahtwood -> Greenshade -> Malabal Tor -> Reapers March.

The AD zones tell a continuous storyline, including what happens to the Green Lady and the Silvenar. Those are titles given to individuals with specific powers. The Green Lady represents the physical prowess of the Bosmer. The Silvenar represents their spiritual connection to the Green.

    Spoilers for Khenaethi's Roost
The Silvenar Edhelorn is trying to negotiate the treaty with the Maomer when he's killed. You assist the Green Lady Finoriell in tracking down his murderer, and she explains that she will die shortly as well and plans to take revenge on the Maomer.
    Spoilers for Greenshade
Your ally Indaenir is revealed to be the new Silvenar.
    Spoilers for Malabal Tor
The new Green Lady, Gwaering, is revealed. She and Indaenir need to be handfasted in order to start the bond between Silvenar and Green Lady. Unfortunately, one of Gwaering's old friends is trying to interfere and keep Gwaering for himself. You spoil his plot and the handfasting is successful.

There's also a quest helping to lay the previous Green Lady, Finoriell, to rest. We learn that she swam all the way to Pyandonea to exact revenge for the Maomer murdering Edhelorn in Khenarthi's Roost.
    Spoilers for Reaper's March
In the final quest, you witness an alternate future in which the Dominion fails. The Green Lady and Silvenar (Gwaering and Indaenir) are overthrown and hunted by the Bosmer Wild Hunt.

    Khenaethi's Roost

    This explain lore part, thanx!

Though my question was - even after you meet Green Lady in Malabal Tor, Green Lady in Khenarthis still standing near the boat leading to Auridon. She is alive. So we have two active GLs at the same time. Quests order doesn't matter.

And Bleakrock Village is still burning years after I evacuated all the villagers.

The gameplay of the older zones doesn't update just because you progressed the story. In fact, if you do Malabal Tor, you can do a quest that establishes Finoriell's fate where her spirit tells you how she died...and then you can wayshrine back to Khenarthi's Roost and chat with her, still alive.

The easiest way I think about it is that the zones are locked in time, and that wayshrining between zones is a subtle form of time travel. You leave Khenarthi's Roost before Finoriell leaves to exact her revenge against the Maomer, and so she's still alive when you return to that point in time. Malabal Tor is always chronologically afterward, no matter when your character experiences the quests. And before One Tamriel, there weren't many reasons to go back to older zones except to farm low level mats, so few people would've been bothered by Finoriell hanging out in Khenarthi's Roost.

So, no, you don't have two Green Ladies at the same time. It may seem like the same time for your character if you think of wayshrines as only covering distance instead of distance+time travel, but by the internal logic of the story Finoriell is definitely dead before Gwaering becomes the new Green Lady.

The AD storyline suffers badly from doing the questline out of order, or by going back to old zones.

    The main offender:
Prince Naemon dies in Grahtwood and then is raised as a lich in Greenshade by Vicereeve Pelidil. During the first three zones, both of them are ostensibly your allies. If you do the zones backwards, their motivations make zero sense.

Ironically, non-AD players who did Coldharbor in order after their alliance questline also got spoiled on one of AD's secret villains. That villain appears in Coldharbor because the invasion of Coldharbor happens after the AD questline chronologically and so that villain was already been defeated (even if you haven't defeated them yet.)

Stuff like this really goes to show how much ESO has changed from the original design of "level up from your alliance quests then go fight in Cyrodiil." Quests like that weren't even designed with Cadwell's Silver and Gold in mind.

Those NPc's at the end don't dissappear so she is always there regardless of the story. Canon wise she is dead though. Just the way the game os programed.

The Green Lady on the first island is supposed to die after you finish the questline and the one you meet in Malabal Tor is the new one. Though IIRC when I went back to Khenarthi's Roost after finishing the AD questline she was still alive :#

She's still alive because she hasn't left yet to go get her revenge. ZOS didn't have her jump into the sea and start swimming straight to Pyandonea, even though that would've been epic.

Get you a woman who'll swim cross-continental to commit genocide when her husband dies.
