link steam and xbox account to one ESO account

Hello,
I have an xbox ESO account that I played for a long time. I recently got the agme for PC. When I try to link the steam account to the same account the xbox one is on, it says "Error: There was a problem linking your account. Try again later or contact customer support."
Why is this not working? What am I doing wrong?
