Say if I use Ransack and then Burning breath on someone, will it reduce their armor by 43% and then another 40% with the next skill? If I use both will their armor be reduced by 83%? Or 43% reduction and then 40% of that?

Yes, it stacks additively with no benefit to exceeding 100% (so 83% reduction from your example) (havn't tested this with flat number reductions, only %'s)
