Controls Modifyer Keys; shift, alt, ctrl not working

I cannot use any shift, alt, or ctrl keys to modify any keys like shift-8.
I know this is an old issue with a few possible solutions. I tried:
removed ALL addons from the live/addons folder; no go
reloaded keyboard defaults; no go
repair installation; no go
I wonder if it is my keyboard. I use a HyperX Alloy FPS RGB.
I don't have a spare available where I am just now.
Is there anyone using a HyperX keyboard and can use shift, alt, or ctrl?
