Weight of Three Corwns - Bugged for days ! - 3 Leaders do not spawn!

I am stuck at the Main Quest.
I am supposed to travel to the Island of Stirk and listen to the three leaders.
But they are not there.

I am trying for days
I logged put and in several times - did not help.
/ReloadUI did not help either
Abandoning that quest is not possible...

Why is it that every End Quest as soon as it is about "spawning" or "triggering" something - it breaks. And then there is never really a Fix for it.

Update - got a workaround but it*s really annoying...
I had to delete all quests first...

Then I had to redo Stomping Sinmur (did not work otherwise)

Then I was able to do this one...

Your work-around is not helpful for me, the only quest I have is the Weight of Three Crowns. So there is no quests for me to abandon besides the one that keeps bugging, and it is not possible to abandon it.

@gm_ESO @moderator appears this bug is now game breaking for me. There is no way of progression past this point if this quest does not work.

EDIT: I found someone in my guild that was on the same quest, got him to join the instance (phased to his own) and I 'traveled to player'. Even though it still put me into my own phase of the instance again as it should. I was able to be put into one with a working Leaders.

Hi my husband was having the same problem, so we grouped, I went ahead into Coldharbour, he traveled to me, I shared the new quest with him and went he went back the scene started up.
