I want to see more of Vigwenn Owl-Watcher, the Nord alchemist in Southern Elsewyr who is looking for her potions and the "Sand Whales."

At the end of her quest, she said that she was headed off to Hammerfell and Sentinal, and even Blackreach, but she is nowhere to be found and has no other quests yet.

Actually, I would also like to see Amalien from the Antiquarian circle in a prominent role in the future.

Gabrielle Benele was important in the base game quest but then almost completely disappears. Except for the gold coast cameo where she doesn't do anything and where she is just a prop for the scrying mechanic in greymoor. Maybe this would be entwined to if Darien can return again. She pops up consistently in the Antiquities lore entries, though obviously there's no voice work going with that.

I definitely want more Fennorian... as a Companion, preferably, but I'll take him as a houseguest if Companion is a no-go.

Honestly surprised she hasn’t been mentioned yet (but that maybe because she’s one of my, if not my absolute favorite NPC) Naryu Virian. We haven’t seen her since Morrowind, and only heard about her in Elsweyr. I’d like to see her return once again.

Following her, it would be nice of ZOS to skip over the “end of the world” quests and give us what Orsinium was, a political/more down to earth thriller. Maybe incorporate something from the Three Banners War, or it’s residual effects on surrounding areas? To that end, I’d like to see more of King Emeric (DC aligned myself, and proud of it).

Meh. We've been getting a small handful of returning characters each year. The vast majority are new. Though, I'll grant you, bringing back the companions every six months did get a bit old.

Bring Darien back. He deserves a better fate. But he already appeared twice, so I guess he is beyond the scope of this topic.

As for the characters that are yet to make a reappearance...

1. Renoit Leonciele and Draven from Bangkorai. I'd like to know about their life after Kerbol's Hollow. Though I guess it's complicated to return characters who had the option of dying in their original quest (but then again, looking at Lyris and Sai Sahan alive and well despite the optional sacrifice at the end of the Main Quest, writers don't care).

2. Sind and Tand, a pair of khajiits from Reaper's March.

I just want a whole zone of Sanguine. But not as the antagonist, PLEASE and thank you!

But while ESO is supposed to be an adult game, it's full of ten year olds and they wouldn't dare touch Sanguine with a ten foot pole.

Probably because she has reappeared and the question was about characters who never have.

Even thought most people are ignoring that bit.

Thallik was such an outlier there. Estre and Angof had personalities, and Angof even had some character growth, (Estre just tried to bamboozle you, if you weren't Dominion), but Thaliik was just kinda there.
