Clarification - Slaves in the Pact

So Guys i hope you or a Gm can give us a little help in this matter.

We are a roleplay guild and had Roleplay in Mournhold involving a Khajiit. It came to a situation where the Hous Dres players wanted to enslave the Khajiit. A few of us are interpreting diverse sites that Enslavement is fully put under restriction in the Regions of the Pact.
One of the main reasons for the "No Slavement in pact" party is a part of the Interactiv Map of Stonefalls and Quests.

So does anyone know how it is? What is forbidden in the Pact and what not?
I would appreciate it if a Dev or Gm could make a clarification statement.

    this does not apply to Khajiit, as many settlements and holdings in Morrowind can attest too. I believe it is strictly in accordance to relations between Argonia and Morrowind. And again, i doubt any Dunmer on the isle of Vvaardenfel cares about pact business lol, as to House Dres, there are plenty of quests in game that show their complete lack of acknowledgment to any Pact treaties. and most likely any of the "pro slavery " Houses while being outwardly bound to honour the PAct treatise , look the other way at many of the under handed dealings that are sure to occur during such turbulent times.

    I know , from reaching vet and experiencing High rock, Dunmer slavers are busy as ever. I will assume they are raiding down in the Dominion as well. But back on topic, Khajiit , or any of their settlements caravans etc... in reach of a slaver would not be protected under Pact treatise unless they were tied to a House or other Pact affiliations.

    @UnderKingRhun is correct. The Pact only outlawed the enslavement of Argonians. The Pact has strong ties to Morrowind, and slavery is very much alive and well there. It isn't outlawed altogether until the 3rd era.

    Athyn Llethan, the "Sovereign King" of Morrowind, begins his rule.

    I'm not sure when exactly Helseth takes over. ESO is set in 2E 582, so looking at the timeline there's another good 400+ years of slavery ahead for the Khajiit.

    I cannot recall the exact date, but you do meet helseth shortly after he takes the crown during Morrowind: Tribunal.
