Can we not return to instant burst procs please (Thunder Caller)

5 – Dealing damage with a fully-charged Heavy Attack calls a bolt of lightning at your target, dealing Shock Damage and leaving a 4 meter lightning crater at their location for 6 seconds, dealing Shock Damage per second to enemies touching the crater. This effect can occur once every 12 seconds and scales off of the higher of your Weapon or Spell Damage

This set brings back memories of days that we hoped would have been gone by now.
Over and over again instant burst procs have proven that they're some of the most sought after sets in the game.
Long ago it was a whole plethora of them, tremorscale, poisonous serpent, viper...
Then most of them were changed in order to grant less burst, have a delay or be easy to avoid.

Time has passed and right now we have 1 of those sets in the game currently (Vateshran 2h) which is used on every single stamina build in the game as it adds free burst to your combos often equivalent to a dizzying swing while also dealing damage in the same GCD.

Now Thunder Caller has been added which offers its damage with absolutely no setup prior to the heavy attack required.
Damage wise it's roughy 25% stronger than vateshran 2h pushing it in ultimate damage ranges while you can easily proc it in the same gcd you drop your ultimate.

This set will become absolute meta on many builds if it comes to live like this.

(On another note, reduce the mitigation on PTS it's even worse than first week of Blackwood with Gaze of Sithis, duels just don't end at all)

    You're missing 1 aspect here. Vat does not require a fully charged heavy attack, Thunder Caller does. It's a gigantic difference in viability.

    Agreed, and its useable by both stamina and magicka. I don't understand why they keep adding all these heavy attack sets... I guess they don't understand how overpowered they become when they are combined with other heavy attack proc sets. Just imagine this set combined with vat2h, deadlands assassin. All of those procs are aoe hit you all at once burst and then combine that with delayed burst skills like sub assault + crushing weapon or crystal weapon if you're a sorcerer.

    Doesn't matter, some heavy attacks arent even dodgable anymore like resto/lightning, also DW heavies are fast. Unless you are a rolly polly build there is no way outside a 1v1 scenario where you are going to be able to dodge or block every single heavy coming at you from multiple enemies.

    Just imagine a stamsorc running deadlands, thundercaller active on both bars. Master DW on front with crystal weapon, and vat 2H on back. You are gonna be 1 shotting people as if you're sniping them like in Call of Duty xD

    It's not too much of a game changer, you only press the ult 0.5 seconds later in order to prevent it from cancelling the heavy attack too soon.
    Om top of that the lightning bolt seems to be single target which is a huge benefit with the amount of people running shuffle.

    Ironic, I was running spectre's eye for major evasion and dropped it during MYM because the volume of single target damage I was taking.

    But yeah, ZOS gotta get the OP sets in to generate enthusiasm every DLC and chapter.
