Bracing Anchor: the new blocking star

It states:
"Bracing Anchor: Increases Block Mitigation by 4% per stage but lowers your movement speed by 16% at all stages, 5 stages, 10 points per stage"

So if I understand it right this means when I BLOCK on my tank I'll mitigate a total of 20% extra dmg but be slowed by 80% right at its maximum potential right?
Or maybe it means I'll be 16% slower permanently despite doing 1 stage or doing all 5 stages?

This is ONLY while blocking right? Please say it is..

Because if I take this star and my Tank is permenantly slowed good luck running a dungeon with your Tank. You'll have cleared the entire dungeon before he catches up to the first boss. Heavy armor already slows your character.....

    No, that reads that whatever stage you're at you get snared by 16%, they've clearly separated the per stage block mitigation from the constant snare.

    If I take the skill I'll be permanently 16% slower? Already 7% slower from 7 heavy armor.. It adds up if these are permanent effects xD

    Why is only the Tanking CP penalized? Where is the do 20% more dmg but lose 20% recovery for the other classes stars?

    Ikr, the cp being slottable is a trade off already. Another cp star that it useless lol

    Just checked, yes, you are slowed all the time as long as you are in combat. You can mitigate it a bit with another new slottable that increases your overall movement speed, but that wastes the slot.

    Wow, if that's the case, then absolutely NO ONE would ever even consider using this. Block mitigation is not worth having to crawl through dungeons at a snail's pace.

    If ZOS wants to make a CP star come with sacrifices, then they need to make it so that the rewards outweigh the sacrifice, not the sacrifice outweigh the reward.

    Its a set that is meant to be situationally useful. For instance...The Warrior in vHRC(not that this is a difficult fight or that this is needed there, just an example) you literally do not move at all during that fight. In a particularly bad group, the extra 20% mitigation may come in handy if you aren't getting enough heals or synergies. Its a set you would only slot for fights where movement speed doesn't much matter. A less extreme version of ironblood. Speaking of which, paired with ironblood and pirate skeleton you could probably tank the stonekeeper in vFV pretty easily without a healer at all.

    That being said it is something you would not run in most circumstances...especially fights that require you to move a lot.
