They're not forcing the node to spawn - they're abusing the system that keeps all the nodes in an area from being empty at the same time.
All they have to do is camp a certain number of nodes in the same "node group" and it won't let the nodes remain empty.
Clever, both ways.. but this needs fixed.

Please report these nodes as bugs with "/bug" in game. These sound very much like an exploit in the game and people farming them could be suspended or possibly banned.
