They're found in most cities, the ones I farm are in Vvardenfell. Usually guarded by a shopkeeper or some other wandering NPC, and if you're caught looting them guards will be looking for you. They're somewhat unique-looking, like a silver locked container. I THINK the respawn time is within 30 minutes or so? In the time it takes me to do my chest run through the Vvardenfell wilderness--about 10 to 15 minutes, it feels like--I can re-start and the chests are back. Not sure if the safeboxes are the same.

I have read many times that UNLOCKING chests starts the respawn timer and that is consistent with what I have experienced in limited testing.
So leaving stuff behind in a chest does NOT negatively impact loot drops in any way. If the previous player looted everything there wouldn't be a chest there but a new one will spawn at the same time regardless of whether there is still stuff left behind or not.
You lose the time it takes to ride/run over to the chest to check it but that is all. The rest is in your head.
