Emperor of Cyrodiil or Tamriel?

Hello!
today I noticed something while checking through my costumes/achievements: The costume from becoming Emperor has the following description:
All hail his/her Imperial Majesty, Emperor/Empress of Cyrodiil!
in the PM you get when becoming Emperor you are also refferred to as Emperor of Cyrodiil.
the achievement however, you are described as Emperor of Tamriel:
Dominate the Alliance War battlefield and become Emperor of Tamriel. Long may you reign!
Now I was wondering: Is there are lore-wise difference between Emperor of Cyrodiil and Tamriel? I can imagine that at the alliances consider not crowning their puppets Emperor of Tamriel but only Cyrodiil. Definitely the pact, since having an Emperor of all Tamriel would pretty much be the opposite of what their members are fighting for. And even the other alliances might prefer to limit the possible claims of their puppet, since a popular Emperor of Tamriel could at some point overthrow the actual leaders (Queen/High King) of their alliance and would have a legitime reason in doing so.
Or do I think too far here and this just a spelling mistake from making the actual tittle shorter (according to the UESP:) "Emperor of the Cyrodiilic Empire of Tamriel"?

Kalontas✭✭Emperors of Cyrodiil traditionally claim the title of Emperors of Tamriel. However, given the political situation, anyone who acquired the title in ESO has probably very limited power, both in terms of time and space. So you could argue that while claiming to be the Emperor of Tamriel, in practice you are, at best, the Emperor of Cyrodiil, since you're hardly controlling anything outside of the Imperial City walls.3 -
AVaelham✭✭✭✭Since at its height the Second Empire controlled every region of Tamriel (with the exception of Morrowind but shh), they probably wanted to emphasis that by also claiming to be Emperors of Tamriel. Maybe it's something like "Archduke of Austria" but also "Holy Roman Emperor"? Or the boring option: it's just an error.0 -

There's a hint in the first edition PGE. YR, while scribbling in the margins, notes that, for Tiber, "there will be no accommodation as with Reman" or something like that. The guide also relies on notes from the Reman-era ambassador to Summerset, who was only permitted to go to Alinor and not the other Isles. A conqueror would not be limited like that. Both those pieces of information say to me that Summerset was included by treaty, rather than being conquered outright.
To the OP, Cyrodiil is an empire in itself, in a way. Think of it like being ruler of Great Britain - that encompasses Scotland, England and Wales. In the same way, Cyrodiil encompasses the land of the Niben valley, and the Colovian West, which haven't always got on. Any ruler of all Cyrodiil is always an imperial ruler.
