Don't see a problem here, unlike MYM, pve players have the option here to do pve for those seals.
And having all the quests in 1 city encourages pvp, in a ermm pvp zone, which is great.
And they are already 'DEAD'

Just did some siege testing to see what counts as damage.
Answer: pretty much everything. Enemy players, Keep walls, enemy siege weapons and even random NPCs (sorry, little wolves).
