The set doesn't really matter tbh.

My guess is he is a dps doing "fake tanking" or something similar and calling it something else.

You can achieve the samething on any toon (I do it on my necro healer).

Basically move faster then the group and score the first hit. All the mobs will go to you except 2. If you then collapse the mobs on those 2 stray mobs you can then are them or just are the group and leave those 2 mobs.

It's the same thing done in speed pulls or when you que in normals with high levels.

The only thing close to tanking without a taunt is ice staff but they changed it.

I've done this with tormentor set armor. On a side note, zos should just move the tormentor set bonus to the heavy armor passives and have tormentor do something else.
