bar swapping on zone change

Some of my characters Back bar forcibly swaps to the Front bar when changing zones while others do not. I'm finding it somewhat annoying and would like the forced swap to stop.

tried deactivating all add-ons, rebooting machine, but issue is still present. I also noticed that the gear shown on character selection screen shows bar #1 gear even if I logged off with bar #2 active0
