Is AP boosting bannable?

I'm so tired of trying for emp when some guy hits 87k within 15mins of the campaign. Zos needs to crack down on these players. It's not like they try and hide it either.

Do you have proof of AP boosting? It’s not hard to get that much AP.

ZOS DOES sell a 50% AP booster in the Crown Store and they plan to add higher AP boosters later as well.

AP gains from those don't affect leaderboard score.

This has been done since the start of the game, nothing about this is bannable to my knowledge. Its basically just group tactics where several group members give up AP to boost the AP gain of a chosen player.
