Even with 3 glyphs you cannot go below 30 sec. cooldown, so enemy will ways have 15-20 sec. window to struck you.
Fear is a fighters guild skill (turn evil), so all classes have access to AOE fear.And why should just fear ignore immovability potions?
If all classes and builds have access to fear then why not. But they dont.
Best option is to remove them from game. Or better, remove those new cps which make them even better.

Who told you that it is only for stam ?
That is just like saying Meteor is only for mag builds...
Stam NB used to use their own class fear skill, remember ? It costs magicka and in fact it is even more expensive than Turn Evil, that provides 2 buffs for you and your allies.
Turn Evil does not scale with stam or mag, so it does not matter if you place all your attribute points into mag / stam or health - Turn evil will always have same effectiveness.

Well, that is the case of many class-specific abilities. It is not like NB's fear is an amazing class - unique skill, like it used to be (because Turn Evil is basically a superior version of Mass Hysteria ; not only it is cheaper but it does not have target cap, and has 2 minor buffs).So why should i use stam skill as mag? Thats not really solution. Fear for nightblade is just for one class. Its not like i can use it on templar.

Primarily reason why I used Mass Hysteria not so long ago is because it costs magicka, so on my stamina build, I could use it defensibly. Right now I use Turn Evil for a simple reason - it does not have a target cap, meaning I can CC every one near me and get away. The drawback is that it costs stamina, so I have less resources available for other stuff.
And, just to clarify, in order to use any utility magicka costing skills on my stamina builds, I have to hybridize in some way (like using tri-stat potions or tri-recovery glyphs or both). It is not like stamina builds can magically use magicka costing skills without any drawback. If I did not hybridize, I could barely cast 2 cloaks on my stam NB.
Either way (going back to what I have said earlier) - there are a lot of class specific skills. Like streak for example. Is there anything remotely similar to streak in weapon / armour / guild / world skill lines ? Nothing really. If you want to have great mobility tool like that you have to roll sorc. With Fear CC on non NB & Necro - you at leats have some options:
- Vampire
or:
- Turn Evil.
or:
- Other forms of CC that could "mimic" fear CC (like stun).
or:
- Try using some gear sets that have fear CC as set bonus. Next patch there will be new Monster Sets in IC, and one of them has a fear CC effect:

But tbh, The easiest way imho would be to see what is the bare minimum you could sacrifice in your build to increase your stamina sustain by tiny bit and try using Turn Evil, but not as something that is a spamable, but rather as an utility tool.

You have vamp and fighters guild options. Stop creating excuses and accept there are 2 fear options of all classes, stam and magicka. Stam chracter can use vamp fear and mag chracter can use FG fear. Is there an investment? Yes. But keep in mind you have to equip 2h to use dizzy swing too. What an invesment isn't it?
