Can different factions play together?

A friend told me that different factions can play together as long as the characters are above level 10. I thought I had tried an invite on a friend before and it didn't work. Maybe he wasn't above 10 though.
He was told this by a level 50 - maybe the rules are different then?
I really have no idea.
