Blackwood Prologue Quest - Disabled in Store, can’t select

I want to start the Blackwood prologue quest but in the Crown store the Quest Starter panel is ‘grayed’ out and I can’t select it to start?
I checked to see if it is in my character’s quest list, looking for A Mortal’s Touch...not there. Any advice?
