Just wondering what I have to be proficient in / level requirements blah blah.

Blackhorne✭✭✭✭Look at the tooltip for your Petty Glyph. In the top-left, it will have a description; one of:
Weapon Glyph
Armor Glyph
Jewelry Glyph
Under the major description, you'll see "Can only be applied to an item between levels 10 and 20."
To use the glyph, you need a piece of equipment of the desired type and level which is not already enchanted. Right-click on that equipment, and you'll see a context menu including an option for "Enchant". Choose that option, and you should see your glyph listed in the list of enchantments to apply.
That's it -- no skill requirements needed. The Enchanting skills are necessary to create glyphs, not to use them.1 -

Nnaver✭Thanks guys! My problem was just that it was bright red and it looked like I couldn't use it, but when I brought up the enchanting screen I could, so I my problem was just me being dumb herp.
