What is the scale factor on procs?

Like every PTS cycle I am trying to plan ahead for the update. To do this I need to know what is the actual scaling involved in procs and try and decide what is the best outcome of stats vs procs.

For instance I currently run a magtemplar.
Grothdarr
Auroran
Vateshran lightning
Maelstrom resto
Ring of the Wild Hunt
2 pieces of trainee

3538 spell damage and 19801 penetration with debuff and the lover mundus.

I run cost reduction and two regen on my jewelry with three heavy and four light armor pieces. I have a good balance of survivability, damage, and regen.

So the basic question is with my current setup how much damage am I losing on my procs and is it worth dropping Grothdarr for Symphony of Blades. Switching my regen enchants to spell damage and switching my weapon enchant to spell damage.

This should put me at 4234 spell damage and keep me at the relatively same level of regen. No change to penetration. Does this pump up all my remaining damage to equal what I was getting from Grothdarr?

By the way I don't buy what people are saying about this new proc change is going to be horrible. Sure people are getting high tool tip numbers but you can see that they are completely sacrificing penetration to do that. I doubt that those builds are going to hit any harder than my build with high penetration. The only thing I struggle with are high health regen builds, which is getting nerfed, and highly mobile ranged characters. I am all melee range. I basically have to force them into a close in fight.

I highly doubt the current pts changes will go live. there is simply waaaay to much backlash for wheeler to push it through without worrying about job security. so you likely dont need to balance around what we see now on pts.

also, you can achieve 9k wep damage with over 10k pen and 2 procs hitting like trucks on pts right now, so it WOULD be disastrous

With the latest patch notes having no change to the scaling of proc sets I wanted to get this topic back into discussion.

I have already changed several items in preparation for the next patch.

I dropped Grothdarr for Engine Guardian (And, you thought proc damage was bad.)
    I dropped Aurorans for Spinners.
Switched to The Apprentice mundus from The Lover.
Changed two jewelry enchants to spell damage.
And, Using max health and magicka regen food vs tri stat food.

I am still over 19k penetration. And, the only damage proc I am keeping is the Vateshran Lightning staff as that is a spell I would be using anyways so might as well have that proc.

My spell damage now is 4435. What should I expect from my Vateshran proc?

4435/6574 = .674 so ull get 67% of its current tooltip. 2371 × .67 = 1588 dmg per sec tool tip. After battle spirit it'll tick for a tool tip of 794 dmg per sec
