It was undertuned for PVE even before the nerf, and now it's an active hinderance.

The idea behind Gaze was good. You can not block damage, but instead you get more passive damage mitigation. But 5% ? It is kinda weak.
Sure, if you run a build that does not block much, you get that 5% damage mitigation and a health boost... but the real question is - would you want to use it instead of other mythic (with possibility to use monster set too) ?
I possibly can not think of any build in which GoS would be BiS and would fit better than other mythic.
It's a very strong set for vMA / vVH no death runs or first clears.
They give an item unconditional 1k HP regen and people go like "that's a dead weight".
It says loud about how bad HP regen treatment was.
