Piercing change 1,400 -> 700 pen: is that really necessary?

    I don't see this as an issue, more like flavour difference; light armor boosts damage output with better penetration while medium does it with more raw power.

    If light armor users have higher damage output than stamina players then the armor bonuses needs to be looked at, otherwise it's prob working as intended.

    Again, I think maybe we should stop considering 0 armor as the default state of monsters and accept that building for penetration is a valid way to boost your damage.

    It's not though. Magicka builds can build whatever they want, and in general do more damage than stamina builds with less effort. Even if a build does less damage, a trial group will still grab the magicka player over the stamina player since they either have more utility from sacrificing damage (since they have the option to do so), or they just synergize better with the group since they might not be taking stamina to begin with due to the persistent problem outlined in this thread.

    Upping pen puts stam closer to magicka, balancing the game further. It allows stam users to build what they want, rather than being forced to choose a specific setup just to meet a requirement, thus losing out on build diversity that could be there but isn't. They could lower the values of magicka to balance downward, which is what ZoS generally does, but the loss would be extreme for magicka builds, which would make everyone unhappy since it "Fixes" the issue... By making it an issue for magicka builds as well? That's not a fix.
