Missing quest "rat Problems" OR how I've come to hate milk-eyes.

I was never given the quest "Rat Problems" in reapers march after completing the house full of ghosts. Kalari says to go talk to milk eyes and that's it. I never abandoned it anything, it just Never got given to my character. I have put in a couple tickets to customer support in-game, and keep getting the SAME canned responses. Let me first address EACH of these separately.
Typing /reloadui in your chatbox, for graphics or user-interface issues - I do this often, as i use a fair few mods.
Typing /camp in your chatbox, which logs you out. Afterwards, exit out of the game and launcher, and wait 15 minutes before logging back in. You are performing a soft-reset which will clear out the cache and allow the game to load properly. - Tried this many times. does not work to reset the quest, as there is no quest to reset! Kalari just says to go see him.
You can venture off to complete other quests, allowing time to pass and the greater possibility being able to interact with the NPC - Already did this and have completed the veteran zones.
It is also possible that you can return with a party and attempt the quest with a fresh start (after sharing the quest via group tab) - does not work. tried it with three other people..
As a last resort you can try abandoning the quest and re-acquire it - DINGDINGIDNG this is the problem! there is no quest to abandon or restart! The khajiit tells me to talk to milk-eyes but NEVER GAVE ME THE QUEST TO TALK TO HIM.
This is why i requested that the quest be added to my character, i have honestly tried EVERYTHING else. This is very frustrating and is the ONLY quest line I am missing for "Dominion Hero"

Amanoma✭I got a very similar response as well, only that they added for me to "try" and change my games language to German and back to English again and they say this MAY allow me to interact with Milk-Eyes.
I don't think they understand our problem very well. The problem is not Milk-Eyes not being un-interactable but there was no quest given to interact with him in the first place.
Kalari just says go to Milk-Eyes but never gives the quest. It may very well be a broken quest pointer in Kalari's dialogue that is causing this and not a phasing issue. I've seen a lot of people complete this quest chain but they helped out Kalari last forcing her to point at a different quest than Milk-Eyes' Rat Problems.

Listen up, Milk-Drinker, have you tried talking to the old blind cat man after relogging? Or abandoning the entire west and next time starting with helping him first? If so you should find out those supposed 'rats' are actually skooma wheeling pigs. None of that works. There is no overarching quest to abandon that would help this scenario. I'm in the same boat as OP. No NPCs in the area are doing anything to give the quest to talk to Milk-Eyes.0 -
