Is there a way to reset bank upgrades?

I didn't notice this before but when I started over on a new character I found I still had the bank upgrade the last character I deleted paid 1000g for but I really don't want this since I like to make sure I am getting nothing any of my deleted characters had obtained other than the imperial upgrade bonuses since I want to start over fresh from the beginning. It just takes the fun out of playing since it's almost like someone giving you 1000g right after starting your character. Is there any way to reset this? I'm going to be deleting the character I have been playing so I won't have anything in the bank except for the bonus items.

It is not an individual bank for an individual character So just because you reroll doesn't mean that you need to lose the bank. I kind of suspected from the start that the bank account was shared, but it was my second character that confirmed this (about a week ago), it's useful, since I can put crafting materials into it and forget, oh and cash too.
