They could treat it like the PO ring. Just keep it at 25% but not allow outside buffs/sources to influence it, only the player. Just keep the item for PVE use but nerf it in PVP. PVP keep it at 16% but no cit and no outside buffs/sources to influence the ring.

50% crit damage reduction means you have no multiplier and you would have to stack crit damage just to get back your base.
