The maintenance is complete, and the PTS is now back online and patch 11.0.1 is available.

✭Noticed the same as well.
The visual of the purple glow and fragments of crystals floating around the character's hand appears, but the ability on the skill bar does not change to (A) indicate the proc is available and (B) allow the firing of the proc.

✭✭✭✭Yup, i've swapped it out for fury for now, but it's definitely making PTS to live comparisons more difficult0 -

My experience matches ealdwin's: I get the visual and audio cue, but using the procced skill just hardcasts normal frags.0
