Who decided to scale Crimson damage based on max health?

With tool tips over 20k on PTS can we have a developer comment on why the damage scales on max health please? Obvious concern on balance issues next patch.

Because it was too week on max health builds and needed a buff
I think they will increase the value by 20% in the next patches to be in order with the difference between stamina, magicka and health.
    Because I can!

The scaling on only one type of attribute will reduce the amount of calculations associated with a set while in combat.

That is the only direction they have left to go. Once all this is implemented, the standard is now established for new classes to be formulated.
    That's it, that's all.

It is a tank set, hence the heavy armor typing and health bonuses. What else would it scale it?

Y'all did when you asked for it to scale based on stats. What, did you think it would scale off Stamina, the same stat that currently governs damage from skills, healing from skills, shielding from skills, healing from procs, mobility from sprinting and rolling, and mitigation from blocking, rolling, and breaking free? This is exactly like when PvP players complained about procs and then ZOS removed all but 19 sets from Cyrodiil for months. You ordered the steak cooked well-done in a microwave with mayonnaise on top, here's a plastic spork, eat up.

Resistances would be a better option as they can't be pushed that easiely. On a Necro Emperor, crimson will have a ~50k tooltip. Good luck trying to dethorne that guy.

Honestly at first I didn't understand it either. But it makes a bit more sense to me now. The problem with Crimson was that you could go all into max health and pair it with Malacath's and another proc set.
Since almost all the other proc sets do not scale with max health, you can't pair it with anything and still get that same damage you used to. The same goes for healing sets. You can't get all the health boni and still get enough resources to buff healing proc sets.
From the looks of it Crimson twilight will still be a strong set if you build for it, but the build itself will not be as oppressive and efficient as it used to be due to a lack of compatible sets.

At least that is how that change can seem reasonable. It's a totally different story if the change had the intended effect.
It does need to be tested.

I expect to see 40K+ health ball groups all running this pushing out 20K procs as they swarm everyone. Good luck staying out of the proc and killing them.

The very thing that people complained about is only going to get stronger. Any sets that do any damage at all should not scale off of health or resistances. Doing so just furthers the problem of stacking health and doing a ton of damage with little investment in damage focused stats.

I do understand why harbinger scales off health - you can stop hitting harbinger tank with anything but dots and he'll not do any serious damage to you. Crimson doesn't work like this. It is delayed AoE burst, even if it is triggered by incoming damage.

I honestly think that they think the stars needed are hard to achieve.

I can easily make a build with 40k health, 6k weapon damage, 30k resistances and decent sustain.

    That's while wearing two procsets.

Again, ZOS come at things with a one size fit all approach which doesn't fix anything.

All they had to do was nerf like 6 or 7 sets that people thought were too strong in PvP.

I don't think their approach fixes anything in PvP and outside of some sets on endgame players, actually nerfs them in PvP.

Crimson + Harbinger + Goliath = 100k HP + 25k Crimson tooltip + 5-7k Harbinger blocks. You probably won't even need harbinger honestly, maybe Plague + Crimson + Sothis will be the better route to be tanky, have insane health, never needing to block, and be able to blow entire groups up like a bomb blade. My necro is honestly ready if this is what will go live.

That it scales with health isn't the problem. It's the tuning. If the damage is reduced considerably, then it's fine.

On thinking about it further, if Crimson was to scale off of target health (like oblivion damage) I think there would be fewer complaints.

If they are insistent on this being a tank set with PVE usefulness, they should reduce the damage considerably, like 25% of what it does, with the same scaling on health, but increase the healing to be 4x the damage. That way the main problem, the damage, is reduced, but the healing remains the same. It at least makes it more niche and different and less useful as a damage proc.

And this is the biggest problem. No one should be able to have all of that, and is why caps are needed to all of those things.

Is that a PvP tooltip or in PvE? Also, yes, 1250 damage per second in a large area that heals you for 100% of the damage done is a lot, especially as burst of 10k. But how much health does this build have and what are the other stats? Just showing a picture with a big number without showing the rest of it doesn't really help the discussion.

If you cannot handle a highly telegraphed, melee range 20k tooltip cut in half by Battle Spirit, further reduced by resistances, AND a cooldown on top of that with access to countermeasures such as roots and Defile, then perhaps the problem isn’t the set, it’s YOU.

This post made me wonder, actually: if melee skills are 7m, as defined in the latest PTS patch notes, why does this set have an 8m range? It seems strange that an AoE proc set gets a larger radius than a melee skill. (An extra meter in either direction of course means a 2m longer diameter and much larger area.)

Does this set also respect the AoE cap of 6?

imo we gotta put blaming aside. this set from the looks of it will overperform in pvp from the data people show in this thread. thats all and thats what is concerning. not whos fault it is that it became this way.

Melee range is pretty meaningless when a group of 12 is running this and constantly purging snares and roots and rolling over anyone in their paths.

But also, "just stay away" is not viable when a player running this set is flipping flags.

I know people don't like to hear it but Crimson is still a TANK set. It's a HEAVY armor set and was meant to be worn by Tanks!

The dmg helps if you have to quest or do solo content on your TANK.

I know people want to act like we don't exist anymore and everything should be balanced for PVP - but yeah - we still exist and this is our toy.

Crimson was already a huge problem set. This only makes it worse. And it needs to go away.

Honestly just make it so with things like crimson there is a penalty for stacking the other stats.

I'm all good for 20k crimson if the tank is forced to run 2k weapon damage and 20k stats.
    PvP needs more love.

I'd like to suggest to the devs that there needs to be a cap on proc damage/healing. @ZOS_GinaBruno. It should not exceed the original values this much.
