A potential problem from proc-set scaling requirements

I think stamina builds will more easily reach the weapon damage required to have procs do similar damage to what's on live right now, if not even more damage. Magicka builds don't stack damage as easily because of light armor passives*. Also, many magic based sets can scale with weapon damage now meaning stamina builds can use magicka procs like Valkynskoria and have EVEN MORE burst than they have now.

I have three hybrid characters (four if I count my tank) so I love mixing things up but the thing is that my hybrids have comparable weapon and spell damage. If I managed to get my weapon damage high enough to use procs well, my spell damage is probably also there. That's how I build. So when I read that stamina builds can make use of magicka procs with no investment into magic, I recoil. Something seems broken.

In my opinion, physical damage (stamina sets) should scale only with weapon damage, and magic damage sets should only scale with spell damage. I believe this would help to prevent a potential imbalance in the game.

*(We can talk about how light armor and medium armor passives are too restrictive for hybrid builds in another thread)

It's only a problem if the outcomes of the design change are counter to what it is they are trying to accomplish.

The intention of these design changes is unclear to me. Before we saw the details on the PTS patch notes, the argument presented in this thread felt like this to me:

While I understand why these changes to "proc sets" are being made, they are tone deaf for a decent segment of the community.

Some of us use certain sets ("proc" or otherwise) because it fits the character concept we're trying to create, or simply because it's fun. We're not trying to get "free damage" or whatever and we've already made our "conscious build choice" using criteria that don't involve being a blasted min-maxing power gamer.

I feel even more strongly about that seeing the values players have to reach in order to get the same out of their proc sets that they are now. They are min/maxer values... they are not values that people who prioritize character design and fun over number chasing reach. I still want to see some numbers, and since I'm not allowed to PTS, I just have to hope someone posts up the information we need. The information we need is this - what's the scaling curve and where does it start? At the halfway point, are we getting half the set power or more than that? If it is straight linear scaling, players like me are basically screwed. This will widen the gap between players who min/max and those who don't, not narrow it.

The weapon/spell damage needed for damage procs shouldnt be the same.

On Stam its too easy to reach, resulting in stronger proc damage than on live.
On mag its too hard to reach so all procs are nerfed, making mag fall further behind stam.

Like others suggested they should scale off both, damage and max stats, just like skills do.

Disagree. Although stam toons can hit higher Weapon Damage stacks. Typically speaking, stam sets don’t hit as bad as magic sets. The proc on Caluurion is a perfect example. As for only magic sets scaling with spell damage and vice-versa, again I disagree. If a stam toon wants to slap on a Winterborne set he should be allowed to without being penalised for not stacking spell damage. They would already be losing out due to the other passives. You could argue that Max Magicka passives would be good on a PVP stam toon but the reverse can be said for Magicka characters needing a bit more Stamina.
