As a tutorial I think it works well. I really like that you're given a full set of weapons to choose from right from the start because in previous tutorials I always seemed to have bad luck with what I found and could never get the one I wanted most. I also like that it's easy to get a full set of matching armour (or any combination of light/medium/heavy) from the armoury. Also it's very nice to have a tutorial which shows off how pretty the game can be.
I also think it does a good job of remaining fairly neutral to the different storylines, while getting across the idea that the world is in chaos. I'm not keen on Norianwe declaring that your character must have been chosen for a higher purpose, it would be a bit restrictive for your character to be some sort of 'chosen one' who is destined to save the world but I suppose it's just her opinion and maybe a bit of wishful thinking, so it doesn't invalidate characters who don't go on to do the main storylines or otherwise don't fit that archetype.
My one criticism is that choosing to start an Alliance storyline (I picked the Daggerfall Covenant) drops you on the starter island with no introduction or context, you're just supposed to pick up the island's main storyline a few steps in (for me the first step was to talk to Kileen). It also seems strange that you appear from nowhere and the NPCs (at least the ones I spoke to) don't question it and just accept your presence on the island. I think it would actually make more sense to re-use the start of the main quest where you're dropped into the sea.
I then went to Daggerfall and started the main quest and was mildly surprised that it still drops you onto Stros M'Kai (and presumably Bleakrock or Khenarthi's Roost for Pact and Dominion characters) to repeat the same storyline. Annoyingly I didn't think to try doing a few steps of the island's storyline first to see what happens when you end up back there but I assume it doesn't let you repeat it.
I also noticed two minor bugs:
Norianwe's dialogue when you return to the skyshard to unlock the Gallery has no subtitles, does not appear in the chat box and for me was mostly inaudible because she was behind me and down the stairs when she started speaking.
The gateway to the Blackwood chapter isn't labelled as far as I could tell.
