1. "all" recipes don't even drop from the daily provisioning rewards. It's only about 50% of the possible recipes that drop from there.
2. I want to have all the low end recipes on just my main, for completion sake
3. Other characters want to learn the low level PURPLE recipes for increase master writ drop rates (Green and Blue recipes do not affect this)
4. I know OP is on console.. but doesn't the base game UI have check boxes for what you "can craft" and "can't craft". I'm trying to remember if it does or not.
5. So, of my 18 characters on my main. I have 6 do provisioning writs at max level, 3 at tier 5, 3 at tier 4, 3 at tier 3 and 3 at tier 2. So I get the recipes. This way I can control which level I'm getting instead of leaving it completely up to RNG and have a massive drop pool. (Similar to the anniversary event, we are getting a LOT of motifs... but the odds of getting the specific motif that you need is not good, because the loot pool is so large.)

Run enough dailies at max level would cover that however if it really did drop all of them, so I want to figure out the reasoning.

It's swings and roundabouts.
The current system makes it easier to target specific recipes by doing the "right" level writs. It needs you to be fairy dedicated to it tho, with lots of alts doing them, or it's still going to take a long time. You also have to prioritise it over being able to get master writs or being able to craft food you can use. Even specialising the drop rate on some is horribly small. I had 17 characters doing level 2 writs every day for months to get Truth-Glimpse, I still have nightmares!
If any level recipe dropped it would increase the pool of possible recipes by a LOT, and make it really unlikely you'd get that one particular recipe you need. On the other hand, it would be hugely beneficial to people who prefer to just have one character or only one that crafts/does writs because they'll have a much better chance of getting something they don't know. They can't keep their level artificially low because they need to be able to make food, so the chance of them picking up lower level recipes is really small.
Changing it to drop anything would probably not help existing player too much. There would be too many they know already so they'd hardly ever get one they actually need. It would help new players quite a bit because over time their collections would naturally grow rather than being restricted to their level.
A good compromise would be a little of both. Keep the levelled one and add a second random one, or have them alternate. I think something like that would probably suit most people.
I admit I don't know the actual figures of what currently does and doesn't drop, I just know I haven't had any so far I couldn't get from writs. Some took a while but I've been able to get everything. Plus even after all those months trying to get Truth-Glimpse, my alts were still getting new ones and I didn't have a whole load of spares.

You can get all the recipes from the appropriate level of Writ. However:
1. Some recipes are super rare, for example any mid tier Blue recipe with a Rabbit in it.
2. I am not sure if you have to do writs with all 3 Alliances represented to get all the recipes. But i have kitted out two Alts with all recipes from Writs.
But, that was so long ago, now i just sell the recipes i do get.

The post from driosketch above yours outlines exactly how many recipes there are at each level/quality. You can just count at a provisioning station and see how many (if any) you're missing,then use a reference like the uesp provisioning page to figure out what you're missing.

The blues are worse, as are the purples.
I still don't see how those who claim "targeting" a specific level is best unless you know the exact recipe you need (somehow). I did find several I didn't have on vendors, but I don't want to pay more than 10K each for them, so I am holding off for now.
This is really confusing however. The system either needs to indicate "you are missing these recipes at Provisioning level X" or it should just give the full set of recipes at top level, since I see no other way to figure this out without some external source.
Thanks again for the clarity everyone. No one really gave a good case on how they knew they needed to camp someone at a specific Provisioning level however. I was hoping to see that given the passion some claimed it was the best way.

On PC is much easier to keep a track of all your known recipes, for that I use the Master Recipe List.
For PS4 I once made a google doc to keep the records of my main char, using the recipe listings from the lists of:
