All I had to read was "From a PvP perspective..." to understand the title.
From a PvP perspective, this new patch brings nothing new to us. Every other major DLC has included new mechanics, or gear into the game, that pvp players could take advantage from.
Morrowind: Warden Class
Summerset: Jewerly Crafting
Elseweyr: Necromancer Class
Greyhost: Mythics
Oblivion: ???
The next "new thing" is companions. It's a cool thing, and definitely looks fun, but its been confirmed to not work in pvp so as a main pvp player, its simply not worth it to buy an entire chapter for a companion i wont be able to use.
I hope for the next dlc after this one, ZOS can add some new race, or class, or system that pvp players also can enjoy

Why don’t you wait until the PTS and actual details about the content before lambasting it?

Why don’t you wait until the PTS and actual details about the content before lambasting it?
I would greatly prefer the class change token because I have 18 characters that I dont want to delete and I am sick and tired of leveling up a horse for 6 months for every new character I make and buying it from the crown store is too expensive.

Because there’s no hidden feature? Everything big that helps selling the Chapter has already been announced.

Sure, but Mythics, for example, wouldn't have added anything to PvP for Greymoor unless the Mythics had been useful for PvP. Blackwood will come with new Mythics, but we don't know how many, or what they are yet.
Plus, the new tradeable sets, alchemy ingredients, and combat changes could still show that they're still paying attention to PvP and breathe life into it. It's fair for you to not feel incentivized to buy Blackwood, but I don't feel super left out as a PvP player.
We also just legit don't know if they have some features and changes for Cyrodiil or PvP in general planned, other than the server upgrades and Cyro campaigns with special rules (like no proc sets). I don't see much point in brooding in pessimism at this point—I'll just wait to see what we get pretty soon. There's often a "Combat Preview" that spawns endless, doom-filled speculation sometime before PTS drops.
