Run it on a class that can't possible use what you are after and it will drop like rain. Need a staff, farm it on a StamBlade, Sword & Board, use a Sorc, etc... Works every time. The RNG is definitely *NOT* fully RNG.
their could be a quick solution since now their is a sticker book generate a new loot table before rolling out the loot using the sticker book and the treasure hunter traits... multiply chance of getting something you dont have collected by 3 and divide chance of getting something you have collected by 3...
so that will increase chance of getting something you never collected, and reduce chance of getting something you have collected already, and give additional perks to treasure hunter passive

The RNG is totally buggy. I'm getting tons of bows and restoration staffs. It's insane.

That doesn't explain, why e.g. Relequen bow seems to have a 30% drop chance and Siroria staff almost never drops...
