I think it's official... U29 looks like a home run to me!
You guys made a lot of significant changes that solved an enormous amount of the balancing issues that affected everyone and you should be praised for your great work.
I'm always a harsh critic, have been with previous patches and will be in the future if it's needed, but I also recognize when I see outstanding work too.

New Champion Point System - Big W.
Well thought out structure, meticulous number crunching, broad diversity and customizability, aesthetically pleasing, plenty of room for growth/expansion with sub constellations, and most importantly a clear benefit to accumulating lots of CPs while maintaining a real competitiveness between someone with 1100 vs 2000+.

New Flat Stat Structure - Yes please, thank you.
1000 Weapon & Spell Damage yes I needed this thank you.
I have a stamina pool now in no CP YAY!

Advanced Stats Page for Console Players YAY!
I can theory craft in game easier now YAY!
I can see my penetration in game now YAY!

Armor Passives - YAASSSS!
Penalties? YASSSSSSSS.
Heavy armor penalties? **YAAAASSSSSSSSSSSSS!**
Too Much? No.
Too Little? No.
Just Right? YAS.
Medium Armor? More viable.
Light Armor? Slightly Better.
Heavy Armor? Won't be as easy to abuse anymore.

Huge underrated change that's really important to acknowledge, 2H Mace Passive ability no longer grants 20% PHYSICAL penetration of your target's total physical resistance.
Last patch or two at least Physical Resistance, statistically speaking, was a dead stat. Increasing your physical resistance against someone with a 2H maul literally did nothing, you were wasting resources increasing the stat statistically speaking. Compounding magicka users had no way to achieve consistent penetration that scaled against players with tanky builds.
Now? 2H mace/maul gives 3300 armor penetration, which is close to half it's potential penetration against a target at cap resistances in previous patches. Very important change to make and acknowledge nice work.

Changes in Cyrodiil
I haven't played in Cyrodiil for a while now, I can't remember the last time I went into Cyrodiil other than to get tier 1 on toons for transmutes.
I'll be trying Cyrodiil out this patch. I'm hopeful the no proc change yields results that lets you fix performance issues.
People are happy with the limited selection for now, and for a lot of different reasons, but it'll get boring after a couple months.

I'm looking forward to how you handle Cyrodiil but if you handle it how you handled this update we should be good to go.

Still more work to be done, stay focused!

I'm sure there will be issues that come up as people get more familiar with everything that has changed this patch but I'm pretty confident they'll be minor ones that can be easily and effectively addressed.

New Champion Point System - Big W.
    Well thought out structure

This is where you lost me. I wouldn't call the new champion point system a "Big W" because I don't think the crafting (green) tree structure was "well thought out." It has me constantly pausing the game to change which nodes I slot, and for me it has turned ESO into a game that has far too much menu management. It's not fun, and it's annoying.

    [snip]

I honestly think the update was pretty nice, we're finally seeing some options for customization in the CP system, even if some of the changes were a miss (looking at you, Craft tree). I'll admit to being a little frustrated with the reduced mitigation for tanks and the reduced damage on DPS, but with the base stat changes, it's possible to enjoy a much broader range of viable playstyles now, even if you can't quite stretch those values to the limit anymore. I hope ZOS doesn't shy away from undergoing these huge reworks and adjustments to the game, as other aspects like Class Balance are also in desperate need of a look. There are certainly things that need to be improved with the new system, like slotted stars in Craft that should be passive or more options in Craft/Fitness, but we only just got it and I'm hopeful they'll fix what needs to be.

I’m mostly undecided myself. For instance my stam toons have insanely high weapon damage, fairly high crit chance and yet can barely seem to do much crit damage at all. Penetration numbers seem low and sustain is actually more difficult.

Mag toons penetration is way up but definitely crit a lot less as well. Not following the DW meta at the moment though. Feels weird to slot weapons for stats and not really use them for anything but light attacks and passives. Not very thrilled with having to farm all the daggers either and having to remake 2 of them for each toon. Sustain is also down right awful on a couple classes as well. MagDK took a couple steps backwards, still playable but you better know what you are doing.

Most of my trial groups are compensating by stacking more support sets on DPS which at least leads to build diversity, but group comps are still pretty much the same as they ever were. Ride or die with you mag toons as long as they are cro or nb unless you happen to stand out as a DK or are needed for a specialty role as a sorc like an interrupt machine in vAS or orb killer in vCR.

Overall I’m up to the challenge, but the years of CP grinding in front of me for a couple % difference in change or QoL of slotting passives without having to do a full reset seem a bit meh to me.

    Jury is still out here.

I like this new CP system, knowing this is the first iteration leaves room for improvements.

& also on a positive note, the Hungering Void staff and bow look great.

I agree with OP as well, especially the base stat buffs were very much needed.

Overall, I like the patch myself, but they are some big negatives to it as well. Namely the green tree mess.

Get why they changed some racial passive for more hybrids but when Orcs are better at magic then say Bretons or Alters are better at stamina then Redguards they are issues just to name a few.

Stay safe and enjoy the journey 😊

PS. ZOS stop the micromanagement of the green tree 🥺

It has a lot of good points (changes to armor passives, racial adjustments, limiting the power creep from CP, no proc Cyrodiil), but some points show that it wasn’t very well thought trough (new CP interface and overall design, balance of classes / Stamina vs Magicka).

Overall it’s a really good update and motivated me to play intensively again which not many updates achieve.
