Personally I don't use it anymore. I can never really find a place for it with the other skills I want to use instead. At most, It'll be swapped with Funnel Health in AOE situations. On my NB Tank I try to use Power Extraction, but it's a heavy stamina drain for my setup and can't often justify using it either. I wish the Major Weapon/Spell damage from it was provided by another ability in our class.

Debuff (power extraction). It is a unique aoe debuff, while the healing morph is unnecessary. It also lowers your stam if you're using martial knowledge.

It's not a commonly used skill, but can be useful for minimizing strong mob damage like kyne's aegis.

If you're doing normal dungeons and content the magicka version adds nice damage plus healing.

If you're doing 'hard' content, use the stamina version.

How much enemy damage reduction does it amount to in practice?

Minor Cowardice is one of those annoying debuffs that changes depending on what target you apply it on. So I really cannot say. All I know is that last time I dabbled in testing debuffs on weapon and spell damage on a boss the damage mitigation when applied with everything that we commonly have on anyway, was very low. However with large changes to damage reduction in terms of CP it might be worth revisiting to see how much it would affect a DPS player with no damage reduction CP what so every. Cause from what I have seen, read that as; while my wife was looking up DPS CP suggestion for newest update, I noticed that nobody put anything into damage reduction. Which goes along perfectly with current meta trends and sadly dungeon and trial mechanics. So give me a few days to get time to test and I will revisit and give another answer to see what we can do in terms of damage reduction for DPSs while still giving them as much Damage buffs as possible.
