Same as it has always been. It upgrades the level of loot you can get from chests by 1 step. Simple chests can drop green set gear, Intermediate chests blue set gear, Advanced chests drop purple set gear and Master drops multiple set pieces, one is always purple, sometimes both.
So yes, back when it mattered, you could loot a green Mothers Sorrow staff in precise from a simple chest, upgrade it and sell it for 450K.Happened to me many times, it is definitely not a skill you should forego, especially if you are out hunting for gear. Also, if you don't have this skill, you shouldn't bother with simple chests, just leave them locked for someone that can actually get something out of them.

Tried several runs in Veteran mode and got blues and purple from Intermediate and above.
Its supposed to relate to chests in general not the difficulty mode of the dungeon?
