I would like ESO to tell us what the Mechanics are behind this CP shard. Is it a % based chance? What are the factors for chests, does it count map chests? I can not find any information anywhere about it.

Same as it has always been. It upgrades the level of loot you can get from chests by 1 step. Simple chests can drop green set gear, Intermediate chests blue set gear, Advanced chests drop purple set gear and Master drops multiple set pieces, one is always purple, sometimes both.

So yes, back when it mattered, you could loot a green Mothers Sorrow staff in precise from a simple chest, upgrade it and sell it for 450K.Happened to me many times, it is definitely not a skill you should forego, especially if you are out hunting for gear. Also, if you don't have this skill, you shouldn't bother with simple chests, just leave them locked for someone that can actually get something out of them.

My only MS inferno staff came out of a simple chest in the public dungeon. Fun times.

Know more people who got their Medusa staves out of a chest than from Sellistrix.

I got all 3 stave types from chests in Arx, boss never dropped them.

I have done several dungeons with the Treasure Hunter perk slotted, first few runs in normal. Opened several chests ranging from simple to master and only got greens from Simple and Blues up to master.

Tried several runs in Veteran mode and got blues and purple from Intermediate and above.

Its supposed to relate to chests in general not the difficulty mode of the dungeon?

Dungeons and trials are different animals than overland. You get blue set items from chests on normal difficulty, and you get purple set items from them on vet difficulty. Treasure Hunter should increase the chances of better non-set loot in those chests, though, which is where your other color drops are probably coming from.

For me, it seems like I am getting loot from simple chests 50% of the time, and intermediate and above have guaranteed items, with advanced and master containing a purple piece in overland. I've noticed in dungeons you do not get two set pieces from a master chest though, and only in 4-player dungeons does that happen.

This, its very nice in group dungeons as weapons is an pain to get.
Chests in group dungeons is also one level higher in veteran dungeons so higher chance of getting set pieces including weapons.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
