I have access to Greymoor despite not owning it

I somehow have access to Western Skyrim and all Greymoor content, despite not owning the Greymoor DLC. About a week ago, I had purchased the Greymoor upgrade, but I had gotten a refund (and I have confirmed that my money was refunded) after only about an hour due to regretting the purchase. But today I noticed that the Solitude docks wayshrine wasn't greyed out, so I tried teleporting and I found that I could enter Western Skyrim and even start quests there. I felt it was the honest thing to report this bug, even though I could probably have benefited from the free access if I kept it to myself. I don't want to risk a ban by taking advantage of it if the devs realize I shouldn't have access.

I would open a ticket with ZOS customer support. Once you get past the automated reply suggesting that you reboot your computer, you will get a confused response from someone who will fail to understand the problem. A couple rounds of this will follow, after which time you will probably be told you are mistaken and still own Greymoor.

Seriously, open a ticket with ZOS customer support and explain the problem.

This is painfully accurate. I once got a suggestion from support that asked me to make sure my monitor was turned on. TO MAKE SURE THAT MY MONITOR WAS TURNED ON.

I was sending in a support ticket about missing Crowns. :D

I had sent in a "bug/feedback" ticket last Thursday. Should I send in something in a different category so I get a more direct response? I read that bug tickets don't get direct responses. I replied to the automatic email on Saturday, so today should be the last day that they consider it "unresolved" unless I respond to it again.

Also, a correction to my OP, I copied it from a reddit post I made about the same issue and I forgot that it says "But today I noticed". This actually happened last Thursday, March 4th.

And another correction, "a week ago" means about February 25th.

Someone line @ZOS_BillE can say for sure, but I know that you will not get any response from a Bug/Feedback. They do not response to those. I think you have to do something like "Crown Store". If one of the moderators gets involved, they will ask for the ticket number.

My question is why would you buy the upgrade then want a refund an hour later? Did you try a Harrowstorm and think to yourself "Seriously ZOS, did they even test this out first?. Worst thing ever"

I regretted the purchase because I felt it wasn't worth the cost given the reason I had purchased it.

Alright, I will give that a try.

Do you have an ESO+ Subscription? If so, then Greymoor will soon enough become available on that, even if you haven't officially spent the crowns on it.

Maybe that's mistakenly happened early: the prologue quest for Blackwood has appeared early, I'm pretty sure due to a bug...

I would like to send a ticket using the billing category as you suggest so I can get direct feedback, but my problem doesn't fit in any of the subcategories. The only form that was flexible enough that it could fit my problem seems to be "I have an in-game store issue" and then "I didn't get my stuff", although my problem is literally the opposite; I have received stuff when I really shouldn't. I am playing on PC using Steam; I made the purchase and received the refund through Steam, so I have considered whether I should be contacting their support services instead, but the problem (from what I can tell) is a purely in-game one.
