ESRB ratings are also not legally binding, and the TOS specifically allow for legal minors as young as 16 to have accounts in their own names with the permission of a parent or guardian.

16-year-olds might be minors, but are they really affected negatively when they see a tiny bit of leg?! There are enough countries where people that age are allowed to drive cars, vote, join the military... Are these things typical for poor innocent children (although I doubt that even those would be shocked by that costume without that silly diaper)? Also the age of consent is somewhere between 14 and 16 in most countries.
They actually "fixed a visual issue" with the Timbercrow Wanderer's costume today.... but it wasn't anything anybody asked for, and it wasn't what the vast majority wanted, either.
ZOS continues to ignore the playerbase, apparently likes us running around in adult diapers!
