First and foremost, Zenimax is a business. They need to make money. Sure, having part of a visual collection be given for free, and paywalling the other half could be considered manipulative.
But you also don't need those items and they don't do anything.
Buy it via Crown Gifting.

That's how I play... all 13x of my characters have arms packs bought, or some form of crown store cosmetic.
2500 crowns for the pack. x100g on PS4 = 250,000 gold
13x 5,000g writs daily = 65000 (or 5,000g in a dungeon run -or- however you make quick gold under 5-7 minutes per character)
4 days of play, 1.5 hr per day = 260,000g
More than enough time to earn these for no cash spent if I wanted.

I think the core of the problem is that many MMO players are used to the idea that whatever is sold in store is also available through in game grind. It used to be fundamental principle in subscription/pay to play MMO's. The insult 'it is pay to win' about certain MMO's financial models always included the store pretties as well as the xp/combat stuff.
With time, 'pay for convenience' became an exception to this 'rule' of condemning 'pay to win' models. So paying for XP scrolls etc was accepted by many despite the game being subscription based or bought outright. This was because some people don't have time to grind. As a result, many established games got grindier and more and more 'convenience' items were added to avoid the grind for time poor but cash rich players. Game makers/producers would argue this was simply an extension of pay for convenience but players saw it as a transparent method to drive players to the games' stores.
MMO players wallets have grown as the average age of players of this type of game has increased, add to that what I call the 'farmville factor' where micro transactions have proven to be a huge cash source, and slowly but surely the 'pay for convenience' model has become what the OP objects to. That is, you can now pay for stuff that is simply not available in game by any means: subbing, buying updates, or actually playing.
This is a step too far for many people who were/are used to the traditional subscription/pay to play models in which everything was gettable in game by buying the game and playing it.
