I seek to take nothing away from either side in this argument, but would say the ones who lose most out of creating PvE zones from IC & Cyro are in that those same PvErs because they will never experience the excitement of PvP, and will never know that all those scare stories are just that. Yes there are bad eggs in PvP, you may get a salty whisper, you may get ganked, but thats no difference to being kicked from a dungeon because you are not "good enough" and getting salty whispered because you died

Imagine that I - A mainly pvp player - Wanted to get some fancy smanchy gear and achievements/skins from Vet Sunspire. Well Im a pvp player, and I dont want to learn how to pve properly. I dont want to dedicate time to earning my rewards, I just want to stick to what im good at. Since I love pvp so much, and im not good at pve - I demand a special instance of Vet Sunspire that caters to my pvp skills and lack of pve knowledge. In this special instance, I cannot die, but I can earn all the benefits and rewards!

Even though I pvp and dont like pve, if I want the hottest new proc set, I have to get ready, and hop on my pve toon to farm it out. You should have to do the same in pvp.

Its a big game, and people in any role are going to be as toxic as the game allows them to be. Heck, the forums can be toxic, with ZOS_CONNOR removing half the posts every 5 hours.
Personally I can only feel sorry for PVPers. Emp gets traded around by groups who farm the campaigns, and ZOS hasn't really given them a lot to do aside from BGs. Of course they're going to have a lot of pent up frustration at PVEers who get regular updates and new features constantly.

And how many pvp'ers are activly in IC? Enough to enjoy the content? All I see on the forums are complaints about X builds and IC remains inactive. It doesn't offer enough for either side, the zone needs to change for the better else be a waste of space for anyone except a very small few who enjoy the blend.

On top of shrinking the pvp playerbase (by removing pvers from pvp ic), it would ruin the economy for telvar since there would be 0 risk associated with it

If you remove pvers from the pvp playerbase, it will shrink the pvp population, because not as many pvers will start to pvp. Thats how I got into it after all, I was like 300ish cp, and wanted skyshards so I stepped into cyro. I ended up pvping and enjoyed it.
Also people are out here saying that "oooh pvp players are evil nasty gankers who camp quests". No. 99% of us arent like that. No one is going to gank you all day to stop you from doing your quest. Even if someone was trolling you, you can always go to the other campaigns.
Edit 3: Saying pvpers get carried in pve content is just wrong. From a difficulty perspective, most pve content is easy. You can steamroll through most vet dungeons with 0 effort. Secondly, PVP requires that the players actually understand the games mechanics. If not, youll just die in like 2 seconds. Thats why the switch from PVP to PVE is easy. We're literally going from fighting unpredictable human being to a simple ai with telegraphed attacks. This is also one of the reasons why I think pve players complain about doing PVP, because they dont understand the switch.
Pve players "complain" about not having a pve variant if a pvp zone. Something that would affect no one. Pvpers complain about nerfs and crud that would affect EVERYONE. So no i don't see how a pve zone based off a pvp zone would harm pvp any worse then the crying and toxicity already does. And this is coming from someone who spent the first year in pvp only.
If you actually read my post, you might see several reasons as to why it does harm pvp, and why it just shouldnt happen.
Its a PvPvE zone, end of story. It was designed with pvp in mind, and we shouldnt just split it in half because some people dont want pvp despite going to a pvp zone, and still want to complete everything without putting any effort into it.
Stop rewarding the people who put 0 effort into the game.
Post event IC is dead again, having a pve version of the zone would attract players who don't go to the zone as is and remove only a few of the already bare bones pvp population. If zos made a pve version they could refine the pvp one to make it actually worth going to. Is it hard to say the zone doesn't work as it is right now?

Because there is pve content there, story content, potential for more than just a waste of space that neither the pvp or pve communities fully utilize. Having it stay as is doesn't help anyone.
But if it’s supposedly dead then there’s no gankers to prevent you from enjoying it. You already have 30+ zones please let us have 2, that’s not too much to ask.
And how many pvp'ers are activly in IC? Enough to enjoy the content? All I see on the forums are complaints about X builds and IC remains inactive. It doesn't offer enough for either side, the zone needs to change for the better else be a waste of space for anyone except a very small few who enjoy the blend.
It’s meant to be small scale mixed with pve and it does that just fine the way it is. Any more people would just ruin the zone.
Indeed. I dont understand the point of such useless posts. The game itself make pvers to go pvp. I know few ppl who dont like it, but gota do it. Same for pvp players, who gota do pve content to be able to pvp (grinding gear or skillpoints). Another year, another lot of pve posts asking for their own special instance of IC that has PVP disabled.
Heres my logic, in the form of a comparison:
Imagine that I - A mainly pvp player - Wanted to get some fancy smanchy gear and achievements/skins from Vet Sunspire. Well Im a pvp player, and I dont want to learn how to pve properly. I dont want to dedicate time to earning my rewards, I just want to stick to what im good at. Since I love pvp so much, and im not good at pve - I demand a special instance of Vet Sunspire that caters to my pvp skills and lack of pve knowledge. In this special instance, I cannot die, but I can earn all the benefits and rewards!
Edit: Try to interpret what im saying here instead of doing a literal comparison between vet sunspire and IC lmao

Even though I pvp and dont like pve, if I want the hottest new proc set, I have to get ready, and hop on my pve toon to farm it out. You should have to do the same in pvp.
If you arent good at something, you shouldnt reap the rewards imo.

So when the argument comes down to "You shouldn't be allowed to just chill in this zone without the risk" I can only ask well why not? You don't get harmed by me wanting to chill. I'm not competing against you by vibing. I'm not after a leaderboard or anything. If I PvE and get some Tel-var stones, there's no harm done to you.
Then there's the other argument of "Well, this is how the devs intended it. You think they didn't realize what they were doing when they made it this way?". Yeah, I know the devs intended it this way. I'm allowed to disagree with what the devs intend. I'm allowed to ask to be allowed to just quest through IC and experience the story without having to die. Many people disagree with many things about what the devs intended. That's not really an argument either.

Because my enjoying a zone that doesn't affect you in any way is a good thing. It opens up the quests and atmosphere and story without negatively affecting anyone. That's what this all comes down to. One group of people are saying they'd like to be able to enjoy this area in a way that doesn't affect anyone else's experience and another group saying "But why should you be allowed to enjoy it?"

It does tho. If you do it in current campaigns with a no pvp flag you take up space that someone who actually wants to pvp might want but instead now has to sit in queue. If they make a new cyro/ic for you that takes up dev time and server resources.
