I am not sure if our current CP will get matched to the new system, technically you already grinded the XP for way more CP in the new system. I am on 1350 CP and if those CP won't get matched thats like a slap into the face, because years of playing will be worthless, since anyone suddenly gets CP way faster.
You will be a lot weaker than now after the change, gain CP faster than now until 1200 and than it will slow down to the speed its at now. You will need 1700 to get nearly all important passives and 4 actives each tree, if you want all passives to be the strongest you can possibly be you need 2221 CP.
2. ZOS opened up the whole CP system for testing purposes. It is unlikely to stay that way. ZOS has already done things that hints that they are going to be using the soft cap system again where you cannot assign CP above a certain point. This looks like it may be 1080 CP. It would make sense for them to do this since they sprung the system on us all at once. Hopefully, they will increase the cap in bigger increments than they did before otherwise it will take more than 20 years to just reach the current cap. We had a 3600 CP max cap before, so this has not actually changed at all.

1. We have same passives like on live but instead of getting 40% we get 10% how is that not being a lot weaker?
Of course you wont see much impact if you are doing low dps because thats how percentages work, the bigger the number the bigger the buff at same %.
2. I havent heard or read about any soft caps regarding CP, I saw a post requesting that. Maybe I missed it, or you are just guessing also no idea where you get a soft cap of 1080 from?

My conclusion so far:
there are people who talk about 30-40% of loss.
These people are like me not playing on PTS, but trying to get an idea by calculating values. So this is theoretical.

A nerf is a nerf. Sugar coating it doesn't change that fact(not saying you are). No one likes getting nerfed but unfortunately, if you've spent a little time learning the mechs of the game you've become too "elite."
On a different note, saying you can do any content with 0 CP is the most hyperbolic thing anyone can say. Players clearing content with 0CP is indicative of an average player's experience. Most players can barely hit 30k dps. You really think if the majority of players can't hit a number that takes 2 skills to achieve, they can complete content without the buffs CP provides? World bosses and normal dungeons aren't "any content." They're some of the content, and you'd be hard pressed to see a player hitting 30k (trial dummy parse) complete these dungeons. Imagine if they had no CP to boot? So yeah, "you don't need CP to do content," is the silliest thing I've heard and it proves absolutely nothing since a majority of the players base can't achive such a feat. You're only hurting your argument when you bring it up.
Oh and before someone brings it up, I wanna see proof the dev/QA/whoever team actually beat endgame content with 0CP. I'd gladly eat my words.

I think you put far to much emphasis on DPS and CP in order to complete content. The content was tested with no CP, so it is possible. It would be more accurate to say that YOU need CP to do all content, not that everyone needs CP to do all content. DPS it down is not always the solution to every problem and it of course WAS tested before being released to PTS to make sure it is doable. The dev team isn't going to completely rework combat and then not bother to check to make sure the content can be done before releasing it to PTS.
I think this is more about needing to learn a different approach to doing content then "burn through it"
