You have to do something regarding killing npcs its absurd!

I am giving an example here

A 810 CP player deliberately killing a story teller in Elden's root without getting caught. These guards are useless. I cannot even read the story or interact, Its really pathetic nothing else to do but to annoy others.

You expect me to leave and come back later? What does a policy says about player consistently killing off npcs , obviously has a way to avoid being stopped by guard. Off all things one can do in game must be there and troll and annoy.

That story teller was great and he had to ruin it, he killed her 5 times in a row, probably expecting me to say something not going to happen

Before I went to Altmer embassy someone on rampage killing off any non important npc i cannot talk to anyone

while i understand freedom of choice its used to abusing its power , bs especially since there is a tons of intriguing dialogue

    I do not uderstand your logic here really, There will be always players like these ,you can go forever ,some have tons of gold to pay off any bounty, You create a charr with very well written stories and some fools will be there camp killing them and annoy new players in their boredom. Mae them un-killable.

    Yea ,details do matter. Always are. Some may find it irrelevant or non important little things go long way.

    Could try re-logging and hope you get into another instance away from the troll player and where the NPC you want isn't dead?

    If the NPC can be interacted with, has dialogue that is more than one sentence long or acts out a scene with dialogue that is meant to be watched, they should be made immortal like the merchants etc... Just random civilian NPC's and other such I got no issue with them being killed, since its a part of Darkbrotherhood and to a lesser extent thieves guild quests/dailies etc.

    That said when you get idiots running around just killing everything that can be killed in the towns, it annoys me, once you get to a certain bounty threshold say about 10K all the guards in the area should be able to auto detect you and home in on you, till you get your bounty down to more reasonable levels or they manage to kill you.

    Well, this post is something I agree with you OP. I've never played the content neither of the Dark Brotherhood, nor the Thieves Guild. Since TES 3. I.e., for 19 years. And I'm not willing to explain it why again to those who think that to commit those things is normal (because of some "Hey, it's just a game! Come on!") - it's totally useless, like it is useless to explain any such person that their actions are bad. They won't even understand it and will argue forever. I still think that the decision to decline the implementation of the Enforcer System was a mistake, I still think that those repeat criminals are completely out of it, and they should be stopped by capable PC enforcers, since the town guards exist only to arrest normal, honest people who missed the button or something, while the repeat criminals are always out of their reach, and since the developers somehow think that killing and stealing things that do not belong to someone is a normal thing. Mudballs, chat and your skills with certain words and expressions OP - these are the only at least a bit effective tools we have.

    Exactly, The Story Teller has 3 stories,way more than once sentence,even the most random ,mundane character ,basically any character than can be talked with should be immune to attacks from other players. Yea its one of those foolish implementations, any bounty no matter how high can be payed off, you murder 200 people tis fine as long as one has gold

    Also I can understand some players do a mistake of miss clicking and end killing off certain NPC.

    But there is A DIFFERENCE with massacre of entire town or DELIBERATELY abusing kill repeatedly one spot using stealth skills or ways of avoiding guards.

    Yea that seems smart implementation

    Yea, "Its just game ,etc" One pays for that game, and gaming is for some people more personal. When you give them money and support company plus you are a loyal fan to end with some nonsene and abuse, In my eyes it action and intention, its both parties to blame. Primarily player that enjoys to see other player gets frustrated.

    Let us pause and ask for a moment, why would anyone do that, there are millions of monsters outside and killing and you have to slay that one to prevent somone of enoying reading or stopping something. "its just a game" "you worry too much" "or its not a big deal" is not a way to deal with it.

    Story teller in Elden Root is not an "essential NPC that talk for story is a must, why is that an excuse now? [snip] She has great dialogue nonetheless voice actress too , so non essential are killing dummies?

    Obviously some players completely disregard random conversation that one can interact , its all part of the game. Thats one of the problems in community. I care not "for lore" "boring dialogue" random npcs let us butcher it and kill it off so others gets pissed off.

    Anyway just to conclude or i could go forever trying to explain. ZoS should change the justice system or stop repeated slaughter of a single npc that is communicable.

    I really grew tired of some players , First i noticed notable number of them just killing causing mayhem in cities that adds more chaos in general, secondly there is nobody patient to wait a first time dungeon clear for Y'ffre sake to wait few minutes at least and thirdly I saw some borderline hostile behavior in zone chat today, matters not details, and then why do you think I am not willing to socialize that much and it can get way worse.

    I am sad today to see my one of my favorite games ever overshadowed by some ridiculous implementations and attitude of players.

    P.S. Fun is a relative point of view, while you want to clear entire dungeon I for instance love to explore and interact with NPC's and read everything, it should be mutual respect with players.

    While its not forbidden to slay sadly one NPC its crystal clear what course of action that player did a repeatable kill of NPC that has substantial amount of well written dialogue to stop,prevent and annoy players in midst of reading, standing at one spot for hours ,whoever came to interact he killed it, I can tell you for sure he wanted to cause drama and some negative response.

    That is the source of it, I got triggered because i dont want to see these things happening becaue I am part of community and i will not stay silent and will voice AT LEAST my opinion because tis my right to do. And that goes for anything inappropriate. If i post screen today here what was said in zone chat i will get banned,No i will not do it.

    Any NPC is fair game for a DB quest. That being said you never need more than 3 kills in one area for it iirc. Any more than that is excessive.

    Yes sorry but non essential NPCs became the targets of killing and pickpocketing quests and achievements with the introduction of the justice system.
    Saying that the NPCs respawn pretty fast and I do respect that it may break your immersion.

    This. Also there are several furnishing plans or motifs or other items a collector might want that you can only get from pickpocketing, and murdering an NPC after robbing their pockets resets their inventory so you can come back once they have respawned and try your luck again. There is plenty of reasons to be doing this. I still haven't made 1 million gold from Fence interactions for that fancy dye.
    The biggest issue here is that an NPC with a lot to tell is also one of the easiest targets in the area, since those stone walls and mammoth tusks hide you from the guard that is patrolling nearby.

    If the NPC should be essential, report it as a bug. If a player is killing the same character repeatedly they may be doing legit DB killing spree contract or more likely pick, pick, stab pickpocketing grind. Should be easy to tell difference if they are using the blade of woe and trying to avoid bounty. If they are grinding for bounty achievement by killing population that's still legit but might be bit difficult to distinguish from griefing...

    Real life pickpockets do not have to backstab people to clear clutter of empty npcs complaining about holes in their pockets.

    I don’t know why they made joining those Dark Brotherhood serial killer cultists even a thing in this game. It’s the one thing I’m aware of that is completely evil (because even vampires and werewolves don’t have to be if I understand right) and really feels out of place with the rest of the game and story, IMHO. I guess since it was a thing in the single player games they felt obliged? Idk :confused:

    I do wish that they would at least protect NPCs out in the open in towns, etc. since it really doesn’t make sense how none of the NPCs reacts to it at all. I mean, I’m all for giving players options, including those I have no interest in, certainly, but it should fit with the world, and murdering people in the center of town, etc. and not ever after be hunted down on sight is beyond me. If you’re playing an assassin or whatever, wouldn’t you do the deed behind closed doors so there are no witnesses? It’s messed up.

    It's interesting that you emphasize the fact that it was "A 810 player" who did that, as if it makes a difference. If it would have been a lvl 32 or a CP 145 player, you probably would not have mentioned it. I wonder why this so important in your story.

    Problem is the crime system and its implications to multiplayer experience is not completely tought thru. Some people who happily slaughter and loot any enemies game throws on them still may feel killing and robbing neutral or friendly npcs is not proper behaviour and have to endure other players who don't see anything wrong in it.

    For me, real life slaugher and looting is bad in any case but fictional entities it's awwwright.

    I didn't even know that people could kill talky NPCs. There have been quite a few that I *wanted* to BoW that I couldn't, like Cry Me A River guy in Belkarth. I don't even think he's a merchant or anything useful, I think he's just random jerkface they put there to be annoying, but he is unstabbable. If an NPC actually has something to say I am very surprised that they're not immune, and wonder if it's just an oversight on ZOS's part. I would actually report that as a bug--we are always seeing little details changed in patch notes that they just didn't notice for a while, like stuck chests or weird pokethrough or holes in rivers.

    There's a better way--Daggerfall docks, down the hill from the wayshrine. Tons of containers on and inside the boats and very, very few NPCs. Loot containers to your heart's content, run up the hill to the thieves' den, and when you step outside the containers on the boats will have respawned.

    To the OP: people are. . .weirdly dedicated to trolling sometimes. There was someone on PS4 NA once who spent the entire day running in a tight circle inside the Daggerfall bank, spamming skills to intentionally disrupt and annoy people. Never saw that person again after that; I think there must have been a mass reporting.

    Which brings me to my next point. . .report them for griefing if you feel they are intentionally trolling you.

    The lack of response of town guards to finding corpses boggles my mind.

    What I would love to see is that every time a corpse is found for the first time then 5 more guards (or so) were spawned on patrol routes in a town, i.e. as more murders are noticed in a town then the town will be more locked down. The each extra guard will despawn if there is a certain amount of time that passes without a new body being found.

    That should certainly put a crimp in behaviour like this that was, let's not forget, entirely forseen by people who were worried about the introduction of the DB into ESO in the first place.

    The story quest givers who stalk and whine to players are instanced and sadly can't be backstabbed. Fortunately they don't seem to mind when you do steal, pick locks, pickpocket and backstab.

    Many players would kill this eldritch horror if they could.
