Couldn't buy "BlackWood Collector's edition upgrade"

Today, I tried to buy "BlackWood Collector's edition upgrade" at the store.
But, the store said "not authorized". So I couldn't pay for upgrade, and I couldn't buy it.
Why?

Actually say, I bought crown just few days ago. In that time, no problem all.
I checked every possibility at my ESO account. But I couldn't find out major mistake.

What's difference between just crown and BlackWood upgrade DLC?

If you've gone through the troubleshooting posted above and still get an authorization error, you can proceed to starting a ticket with customer support for further help.
