Trial dummy is bugged on PTS (18000 resists after debuffs instead of before debuffs), but currently and it is impossible to properly test because you gain damage up till 1700 CP. It looks like power level at higher cps will stay around same, while everyone below 1700 CP gets major nerfs.

I hope that isn't the case since Console is capped on CP before 1700 currently. Out of the gates, the entire population of console players would be underpowered in comparison.

Capped CP on console? I am sitting at 1404 on Xbox right now. The visual and usage cap is 810 but you can continue earning CP past that, you just can't use it yet and other players cannot see it.
I have not done dps test comparisons but tool tips are mostly very similar. Yes, I know they don't include everything.
Well, except proc. set tool tips are about 10% lower because so many percent gains from the cp system got converted into weapon/spell damage. Good news, as far as I am concerned.

So damage numbers could actually be decent if you account for the 18.2k resist?
If I am not mistaken the you deal 36.4% more damage if you fully penetrate the 18.2k resist in PVE.
So parsing 70k on the PTS now will be around 90-95k without the 8.2k resist.
