i'm gonna say no. you didn't achieve that achievement or title on that character, so you shouldn't be able to show it off on that character.
hats, costumes etc seem like an exception to the rule, but it makes sense that you could share a hat with another character, sort of like how you could loan an item of clothing to a friend, but you couldn't share a title with someone. a title has to be earned

Actually, that is the situation right now to some extent. All new characters start with full CPs and can spend them and benefit from them even at lvl 1. Only item level is limited, but you are freed from the limitation after few hours (usually 3-4) of levelling from 1 to 50.
After levelling to 50, you simply pull out gear of your bank you previously farmed on your max level character, then buy skill lines with gold you also previously earned on your max level character and you are free to go to a trial. All in one day.
I love account-wide achivs and titles in GW2 - no matter what character I play, they all contribute to the same goalI'm never punished if I'm not in the mood to play my main character there - every little alt becomes just as important.
In fact, this allows me to change main characters at will; I barely play my original main character there nowadays, and my alt became my new main character few months ago
I would absolutely love to have this in ESO too, and there is no reason to deny us this option. I really hope for it in future

Besides, I'd feel it unjust wearing a title I earned on another character but the one that could do whatever the title included. Like wearing Flawless Conqueror , on a char that cant finish round 3 on regular MA... The cosmetics, even the armors and weapons earned, sure fair enough as someone said, you can always loan out your hat, but never an earned title.

It just boils down to perception. Either the Player is earning achievements or the Character is.
And since the Player isn't gaining anything, its the Character that earns the Achievement. Why would a New Character carry a title of Master crafter? The examples are endless.
Now, what make sense would be to have a Central tab that would keep track of all the Achievements each Character got, and
could show the Player which Character has Which titles.

Isn't it a little unjust, then, to use the cp you earned on all characters? Shouldn't every character have their own, individual cp level? .... following your logic... Seems to me "unearned" cp on alts is a bigger issue than a title. Accountwide doesn't mean you couldn't earn the achievement more than once. They could set it up as recording how many times you got an achievement.
