No in both cases. It will proc from any actual healing though, including something like a nightblade bar swapping. In practice it procs enough to be a very good group sustain set.

    No it's a healer set

Possibly the single most popular healer set, Spell Power Cure, works on the wearer and procs from overhealing.

I don't think many healers wear that set anymore. And SPC doesn’t return resources.

If you say so, I see more often Olorime. Also don't get requested spc gear too often anymore when running dungeon

Symphony of Blades works only on allies, not yourself. I have tested it.

I would also like to know that. Technically it should proc on you (as far as I can tell it used to be that the game considers you an "ally" to yourself, so should work with self-heal). Other thing I would like to know is if Ring of the Pale Order can proc it. Would be nice for solo-sustain.
"Symphony of Blades works only on allies, not yourself. I have tested it.
    Well... That's a bummer. :(

    From an easily googled source.....

    Symphony of Blades

IMPORTANT: THIS SET DOES NOT PROC ON THE CASTER. It will proc for allies you heal, but never on the caster. This makes it an excellent set for Healers in harder content to give the tank effectively infinite sustain while blocking, or for DPS during resource intensive DPS checks, but not a good choice for solo play since the 2 piece bonus is effectively useless.
Targets will glow with a yellow light from within when this set has activated on them.

    :):)

They significantly changed how Olo and SPC work in one of the last patches (Markarth, probably). Both are now more or less on equal footing, so SPC has seen a renaissance (esp. in dungeons because you don't have to care about people going into the circle). Still, many players who already had Olorime setups just keep using them because the difference is more about how it's applied, not effectiveness.

Symphony of Blades does not proc on the wearer themselves only on the others he/she heals. It's the current bis monster set for end game vet healers, pretty much in every vet trial you have one healer wearing this set. (but only exactly one healer as the proc cooldown is per target, so having multiple symphony in the same group not going to generate more proc than having just one)

Ps: also just as fyi, currently SPC considered bis over Olorime in end game vet trials since they nerfed Olo and buffed SPC. Apart from specific purpose group configurations, the general setup for the usual magicka group is one healer in spc+hollow and the other either in roaring+jorvoulds (most common) or in zens+mk (less common, in specific trials), with one of the monster sets being symphony while the other varies on which trial they run.

Ah, I didn't know that! Now THAT makes sense. Interesting will have to take a second look at spc

Neither can be put on the backbar, plus the glowy orbs of worm (and ebon/sanc/hirc) are very ugly. Wish you could turn them off. Personally I like HF + SoB + MasterResto (frontbar) + Olo (backbar).

What I do like about SCP is it's good for buffing chickens that run away from the big bad glow spot on the ground!.... Well unless of course they have Pale Order ring on or are spamming certain vamp skills :D
