One of my stealth characters in an Argonian magDK, non-vamp. He does great. I also have a Bosmer Warden, she's at least stam spec'ed, but they're both just as effective.
Game has all the tools you need for stealth, or any other play style, with any race & class combo. Not fair to call the devs lazy when you're the one not putting it together. I like the stealth gameplay here.

You don't have to be a khajiit nb. As for the gear, there are gear sets for every aspect of the game, even for harvesting resources in open world. Stealth is no different, and why would it be? You can do stealth missions with your regular build, but if you swap your gear it will just be easier.

Why should I change gear for a particular quest? Do you change gear to do a delve? Do you change gear to ride a mount? Crafting?
There is a certain level of “gear fatigue” creeping into this game. We don’t need a special set of gear for “everything” and doing a stealth quest (or stealth gameplay in general) is one of them. It’s bad enough we need separate builds for pvp and pve.

Why not respond to this? Because they like the system, perhaps?
The current stealth system is deeply flawed, having a singular race have a consistent advantage to stealth is bad for race choice AND is not lore friendly.
Having a particular stealth set is also against the lore. Bosmers (for example) are naturally stealthy, and it’s not because they all go to the same kahjit tailor.
Stealth should be its own tree with its own set of bonuses that all races should have access too.
Letting one race be the stealthy one is lazy design, letting only particular armor sets promote stealth is also lazy design. There are much better options for stealth gameplay then the current haphazard work arounds.
people like to complain. you tell them it is easy when you learn how to, they ignore, you tell them it is easier when you use particular armor/race/vamp/class, they complain it is only possible if u have all 4 of those (lol).

here's how I do it as a nord
equip the following number of pieces from the following sets
Night terror: 3
night mother's embrace: 5
Vesture of darloc brae: 4
those three combined with their stacking sneak detection reduction makes you into a ninja...it also makes you hit like a wet noodle...
combine with vampire khajiit for maxium effect
