If we have a hunter somewhere in Skyrim region - he will most likely hunt for some local fauna (in that case wolfs or bears). In Black Marsh an Argonian hunter will most likely hunt some kind of lizard or reptile - as that is local fauna. Just look how Dead Water style armour looks like :

Jokes aside, this one has little confidence in ZOS designing a weightier coat/costume without making it look very bulky and awkward on the alts. Thinking of the Breton costume (as one Reddit comment “low budget, chubby cosplay”) or Nocturnal costume (shiny rubbish bag)..... it will cling to the alts in all the wrong ways....1
