If we have a hunter somewhere in Skyrim region - he will most likely hunt for some local fauna (in that case wolfs or bears). In Black Marsh an Argonian hunter will most likely hunt some kind of lizard or reptile - as that is local fauna. Just look how Dead Water style armour looks like :

It is made from reptilian skins, scales, claws, talons, bones etc. Basically from a "local" fauna.
Same would happen if you would had a hunter in a region where there is a lot of wild cats instead of wolfs or bears.
