if i was in that spot id be in my forums talking with my players not on tweeter , FB, ECT. when i had time relaxing , dont think anyone thanks they should be on 24/7 but getting something said in 3-5 days depending on flow of post would work wonders for getting $$$$$ out someone's pocket over once an year posting an plan to do list

Yes, they did. Those changes came about after those few weeks of tests in Cyrodiil to try to reduce server lag. The group size reduction and restriction of healing to groups are a compromise versus the vastly less popular cooldown solutions that were tested.
